Updated EU tax directive covers HTPs and pouches, hikes member state taxes

The European Commission has officially adopted a proposal for a recast of the Tobacco Excise Directive (TED), expanding the scope of the directive to include heated tobacco products (HTPs), nicotine pouches and e-cigarettes, all of which will be subject to minimum taxes. Tobacco-free herbal heated sticks and nicotine-free e-liquids will also be covered by the TED.
