Switzerland: oral tobacco and nicotine pouch regulation, July 2025

The Federal Tobacco Products Act, which came into force on 1st October 2024, defines tobacco products for oral use as any “product, with or without tobacco, containing nicotine which, during its consumption, comes into contact with the oral mucosa and is neither smoked nor heated”. This includes products such as snus, chewing tobacco, snuff and nicotine pouches.

In the near future, further advertising restrictions are envisaged for oral tobacco and nicotine pouches, as the Councils (chambers in the parliament) have reached an agreement on the bill that establishes further restrictions on their advertising.

This report provides comprehensive analysis of the current regulatory framework in place for oral tobacco and nicotine pouches in Switzerland, covering all policy areas from taxation and market access to product restrictions and advertising.
