Sweden currently has one of the lowest smoking rates in the EU and is the only member state where snus is allowed. And, while tobacco control policies are not central to political campaigns, the public debate is mostly concerned by the potential creation of a new generation of smokers, which might threaten decades of tobacco control policies.
Heated tobacco is regulated in Sweden as a tobacco product by the law on tobacco and similar products. Subsequent amendments to the law, namely in 2022, added stronger provisions against the marketing and sponsorship of tobacco producers, and banned flavours. There is currently no definition in Swedish legislation that corresponds to herbal heated products and so each product must be assessed individually to determine whether it can be classified as a herbal smoking product or a tobacco-free nicotine product.
