In the second half of 2025, Panama will switch from a non-regulated legal framework for heated tobacco products (HTPs) to a comprehensive one. The resolution that was passed in February 2025 – and that will enter into force on 31st July 2025 – establishes specific restrictions for the age, sale, advertising and public use, while also imposing notification and labelling requirements. These products may also be specifically taxed in the future.

This report offers detailed analysis of the regulatory framework in place in Panama for heated tobacco and herbal heated products, covering all policy areas from advertising and market access to taxation and packaging requirements.
