Greece: oral tobacco and nicotine pouch regulation, October 2025

In July 2025, Greece introduced a general regulatory framework for nicotine pouches.

Oral tobacco products, except for chewing tobacco, are prohibited from being placed on the market in Greece.

A ministerial decision further developing the law passed in July 2025 is being drafted, possibly including minor ingredient and labelling requirements, as well as the specific procedure for the notification requirement.

Advertising of tobacco products and nicotine pouches is largely restricted.
