17th March 2025: Estonia: Today, bill 223 SE on the flavour ban for heated tobacco products (HTPs) was discussed by the Social Affairs Steering Committee. It was decided that the bill will be discussed again in a plenary session on 26th March to conclude the second reading. Then, if the second reading is concluded, the bill will be put to a final vote in plenary session on 9th April.
14th March 2025: Estonia: After several months at a standstill, bill 223 SE is advancing in the legislative procedure. This bill would define heated tobacco products (HTPs) within the Estonian tobacco framework and finally transpose the Commission Delegated Directive (EU) 2022/2100 on banning flavours in HTPs. The deadline to transpose the directive had already passed on 23rd July 2023. The Social Affairs Standing Committee is scheduled to meet and discuss the bill on 17th March 2025 and potentially complete the first reading.
20th December 2024: Estonia: Following amendments approved and passed in June 2023, the current tax rate for heated tobacco products (HTPs) and nicotine pouches, set at €112.40 per kg, will increase to €118 per kg in 2025.
20th December 2024: Estonia: Following amendments approved and passed in July 2024, notifications of tobacco and tobacco-related products will be subject to a fee of €5,000 per product, while substantial modifications will incur a fee of €740. The amendments also introduced an annual fee of €100 per product for maintaining the list of notified products. Starting in 2025, market data notifications must be submitted by 31st March and will be subject to a fee of €240.
12th December 2024: Estonia: Parliament has approved bill 510 SE, which introduces incremental increases to excise duties on heated tobacco products (HTPs) and nicotine pouches over the coming years. The current tax rate of €112.40 per kg will increase to €118 per kg in 2025, following amendments approved and passed in June 2023. The rate will rise to €138 per kg in 2026, €145 per kg in 2027 and €152 per kg in 2028.
5th November 2024: Estonia: Parliament is currently discussing bill 510 SE, which proposes incremental increases to excise duties on heated tobacco products (HTPs) and nicotine pouches over the coming years. The current tax rate of €112.40 per kg will increase to €118 per kg in 2025, following amendments approved and passed in June 2023. Under the new proposal, the rate would rise to €138 per kg in 2026, €145 per kg in 2027, and €152 per kg in 2028.
24th October 2024: Estonia: The parliamentary Social Committee has resumed discussions on bill 223, which aims to transpose the Commission Delegated Directive (EU) 2022/2100. The bill is expected to be discussed in the plenary’s second reading in the coming days. The proposal would adopt the delegated directive’s exact definition of heated tobacco products (HTPs) and implement a flavour ban. The combined health warnings and information messages would be mandatory for HTPs classified as smoking products. The Health Board told TobaccoIntelligence that criteria for determining an HTP category are currently being developed.
10th October 2024: Estonia: The Health Board has updated the list of notified tobacco products, which includes heated tobacco products. It has also updated the list of notified herbal products for smoking, which includes herbal heated products.

2nd April 2024: Estonia: The Health Board has updated the list of notified herbal products for smoking, which also contains herbal heated products.
12th January 2024: Estonia: As of 1st January 2024, the tax on heated tobacco and nicotine pouches has increased to €112.40/kg, and the Tax and Customs Board has updated the design of the tax stamps for both products. Products bearing the tax stamps valid until 31st December 2023 can be sold by retailers until 31st March 2024.
20th December 2023: Global: Several EU and international markets will see a rise in heated tobacco taxes on 1st January 2024, including Indonesia, Bulgaria, Russia and Estonia. Further information is available in our compliance calendar.
