EU’s common stance on harm-reduction products seen in leaked draft document

A month ahead of the 11th Conference of the Parties (COP11) to the World Health Organization Framework Convention on Tobacco Control (WHO FCTC), a leaked draft document has provided insight into the European Union’s common position on novel tobacco and nicotine products.

The document is a working draft of the EU’s stance at COP11, scheduled for 17th to 22nd November in Geneva, and is subject to change in the Council of the European Union. It does not represent a proposal for EU legislation.
