We expect an increase in consumption demand in Egypt for novel nicotine and tobacco products, including heated tobacco products (HTPs), against the backdrop of the decision taken on 29th June 2025 by the House of Representatives to pass a draft law amending provisions of the Value Added Tax law. The approved law, published in the Official Gazette on 17th July 2025, allows for an increase in the flat tax category of locally manufactured and imported cigarettes, and increases the price of cigarettes.
HTPs are regulated in Egypt by standard 8205-2/2019, which sets out the requirements for the product and its ingredients, labelling requirements, and testing modalities. Meanwhile, standard 8685/2023 establishes the safety of appliances for generation of directly inhalable aerosols, their rated voltage being not more than 250 V for single-phase appliances and other appliances. This standard applies to electronic nicotine delivery systems and to electronic tobacco heating appliances for HTPs.
