Denmark: oral tobacco and nicotine pouch regulation, September 2025

The legal framework for nicotine pouches in Denmark has been updated in 2025, with the publication of four executive orders, establishing plain packaging, a nicotine cap and a few other restrictions, in force from 1st July 2025. The Danish Safety Technology Authority (DSTA) clarified that the new rules will have a transition period to facilitate producers’ adaptation to them: all products manufactured since 1st July 2025 have to comply with the new requirements, while those that were produced before the start of the transition period can be sold until 31st March 2026.
