Bahrain: heated tobacco and herbal heated product regulation, July 2025

Heated tobacco products are regulated in Bahrain by the Technical Regulation of Electronic Nicotine Products (BH 2:2021) (Equivalents of Traditional Tobacco Products) – hereinafter referred to as the 2021 Standard, which was adopted in November 2021 pursuant to the Ministry of Industry and Commerce decision 121/2021. It came into force in May 2022.

The 2021 Standard defines heated tobacco as a product consisting of tobacco and non-tobacco materials exclusively intended for use with or without a nicotine-containing aerosol without the combustion of tobacco. Meanwhile, a heated tobacco electronic device is defined as an electronic device used to heat tobacco products that is activated by electronic heating or by other means to be used in the consumption of heated tobacco through the mouth.
